The Eastern Connecticut Transportation Consortium, Inc. (ECTC) is a private non-profit 501(c)3 agency incorporated in 1992.  It was formed through a partnership between the Southeastern Connecticut Council of Governments, Frank Loomis Palmer Fund and Bodenwein Public Benevolent Foundation.

 

The purpose of ECTC is to promote the coordination and consolidation of paratransit services for persons of low income, elderly, physically and mentally disabled individuals in Southeastern Connecticut.

 

ECTC utilizes a diverse means of coordination to meet the needs of human service agencies.  Attempts are made to group an agency’s needs with other agencies that may provide transportation in the same general vicinity or to the same client group.  This enables agencies to offer additional services to clients without greatly affecting their current transportation services.

 

ECTC also makes its vehicles and drivers available for contracting to human service agencies.  This may help agencies that only need use of a vehicle on a part-time basis by reducing the costs through the sharing of operating expenses with other agencies.

 

This coordination process helps to achieve higher levels of efficiency in the use of public and private funds.



TRAINED PERSONNEL

· ECTC’s personnel are thoroughly screened prior to employment.

· Employees are trained in CPR, first aid, driving safety and assistance techniques needed for wheelchair users or mobility impaired persons.

 

TAILORED SERVICES

· ECTC is able to accommodate long and short term contracts to meet an agency’s specific transportation needs.

· Special event transportation may be available days, evenings and weekends for field trips, outings, etc.

· All vehicles utilized for these services are handicap accessible, clean, safe, reliable and fully insured.

· ECTC is also available to assist agencies with routing, scheduling, and dispatching.

· Efforts can be made by ECTC to acquire vehicles through grants, which ECTC will operate for your agency.  These vehicles can be used to expand, start a new service or replace your agency’s high mileage vehicle.

ECTC has also provided transportation to the following agencies requesting short-term services for field trips, outings, or program activities:

 

· Drop-In Learning Center

· Lyme Academy of Fine Arts

· Co-op Initiatives

· Norwich Social Services

· New London Housing Authorities

· Bates Wood Community Center

· Mystic River Homes

In the past ECTC has also “coordinated” transportation for ARC of New London County, Easter Seal Rehabilitation Center, Department of Mental Retardation Region 6 (DMR), Seabird Enterprises and Free Style, Inc.  Using resources supplied by ECTC and several of the above organizations ECTC was successful in grouping riders, regardless of agency affiliation, with origins and destinations in the same general vicinity on the same vehicles.

 

During periods of the day when these vehicles were not in use for the above agencies, ECTC was able to utilize them to provide services to Mystic Community Center, Connecticut Birth to Three Program, and the Kiwanas Club of Norwich.  This demonstrated how transportation could be provided to more individuals using fewer vehicles.
